Jonathan White

Chair

Quattro Design Architects

Jonathan, Senior Associate and part of the Senior Management Team at Quattro Design Architects. He works within the Education and Commercial Team successfully delivering a varied range of schemes from new build to refurbishment. He has developed considerable experience in the use of Building Information Modelling (BIM) and is keen to promote its value and maximise its benefits to clients and developers.

He sees his role as Chair of Constructing Excellence Gloucestershire as being part respected platform for industry improvement which aims to deliver excellence for clients, industry and users through collaborative working.

Sam Carter

Sam is part of the fourth generation of the Carter family to work within the business. Sam began his career in 2012 as a Management Trainee and soon progressed into a Contracts Manager. Sam is now responsible for the management of our Major Construction Team. Sam is responsible for the Major Construction Team’s delivery of projects within the Education, Healthcare, Commercial and Industrial sectors. Sam is also a Charted Builder.

Katie Pickering

BPE Solicitors

Katie Pickering is a Solicitor at BPE Solicitors LLP specialising in Construction and Engineering law. She has over 15 years legal experience, 13 of those in construction. Katie has worked across residential developments, healthcare sectors and the leisure industry on a number of projects throughout the UK. She has experience in both contentious and non-contentious matters.

Katie enjoys being part of the CEGlos Committee, the club’s connection with the local construction industry and their events, helps provide invaluable hands on experience of the sector that cannot be obtained in her usual desk-based role of a Solicitor. She is also a Committee Member for the G4C South West which aims to be the voice of the young professional in the UK built environment industry.

Gemma Brindley

Treasurer

Crowe U.K. LLP

Gemma is the Treasurer of Constructing Excellence Gloucester and is a director in Crowe’s corporate tax team and leads the office’s property and construction sector specialism in Cheltenham. Gemma acts for a wide portfolio of clients in all sectors and regularly contributes technical articles to various publications. Gemma advises on capital allowances, tax efficient structures, R&D tax reliefs, patent box and corporate tax compliance.

As Managing Director at Bamboo Technology Group, Kevin has a clear understanding of the importance of good communications and IT infrastructure in construction. He has worked with numerous clients and design teams from concept design through to project completion and brings a unique perspective and understanding to each project he works on. His varied roles have given him a wide range of skills which are proving invaluable for his work in the sector.

Anthony Wheatley

Kier Construction Central

Anthony is Senior Business Development Manager for Kier Construction Central, covering the Gloucester and Oxford offices. As a qualified building professional and former quantity surveyor, Anthony brings a wealth of practical experience to this preconstruction role, bridging the gap that often appears between business development and operations.

Adam, a Senior Contracts Manager with Barnwood Construction has over 30 year’s experience in the industry having started his career as a site engineer in Birmingham. He went on to work his way through the ranks with several regional contractors. He has been responsible for the delivery of many of Barnwood’s prestigious projects over the last 7 years. These include the recently completed Honeybourne Place in Cheltenham.

Kier Construction Central

Lisa is a Site Manager for Kier Construction Central, she is based in Gloucester and has worked in the industry for 9 years. She has progressed from a work experience student, through the Kier Degree programme to the present day, where is a she is currently working on the refurbishment of Shire Hall in Gloucester City Centre. She has worked on number of different projects, including Cheltenham Racecourse, MAIA Infineum and Gloucestershire Fire Stations.

Lisa enjoys working on the Constructing Excellence committee, as she believes it is great opportunity to encourage younger generations into the construction industry and showcase its endless opportunities. She is also a strong advocate for Women in Construction.

David Evans

Gloucester City Council

David is a development professional within a local authority setting. Having qualified back in the last century with an MA in Town and Country Planning he briefly practiced planning but moved swiftly into regeneration and economic development. He has spent his career within 6 local authorities across South Wales and the South West of England and is now City Growth and Delivery Manager at Gloucester City Council where he manages the Planning, Heritage, Strategic Housing, and Economic Development services. He works closely with the other local authorities in Gloucestershire on strategic planning and economic growth matters. David believes strongly in working collaboratively with the development industry to deliver investment. By respecting each other’s strengths, weaknesses and drivers we can deliver successful schemes that achieve profitability for the industry alongside improving the places and communities that we all live in.

Lucinda Baker

Harrison Clark Rickerbys

Lucinda is a construction specialist Partner in the Real Estate team at HCR; a team that includes QSs, adjudicators and arbitrators. Lucinda has extensive experience of acting for schools, Universities, colleges, developers (commercial and residential), funders, investors and all tiers of the construction industry. She also has a successful disputes resolution practice and has had two recent reported judgements in the TCC in London so she can provide cradle to grave project support dealing with the contract papers as well as any disputes that may arise.

Peter White

University of Gloucestershire

Peter White works for the University of Gloucestershire in the Business Development team. Previously he worked at Gloucestershire College for 21 years, latterly as a Vice Principal. Peter has worked closely with the construction industry for many years and has a particular interest in promoting the industry, workforce diversity and supporting growth, especially companies in our region, by helping to provide a pipeline of qualified and competent professionals. He is currently part of a team at the University that is developing range of Degree and Masters level programmes for the construction industry.

Brendan Quinn

Cotswold Transport Planning

Brendan is a Director at Cotswold Transport Planning who has worked in both the public and private sector since 2000. During this time, Brendan has gained a considerable breadth of experience in highway and transportation planning having successfully managed a wide range of development planning projects across a number of sectors, ranging from large scale residential schemes through to retail/commercial development, mixed use city centre regeneration projects and new school provision.

Natalie Bell

Accxel

Natalie is the Growth & Partnership Director at AccXel, the Construction Skills Accelerator Centre, due for completion of construction in November 2021. AccXel is the first industry led construction education facility in the UK and is co-funded by GFirst LEP and K W Bell Group Ltd.

Having worked in both house-building and construction at National and Regional companies, Natalie has first-hand knowledge of the skills and resourcing challenges facing the construction industry, and how these challenges can be addressed through a sustained and cohesive approach between industry and education

Sean Gibbs

Hanscomb Intercontinental Ltd

Sean Gibbs is the CEO of Hanscomb Intercontinental and has over 30 years’ experience in the global onshore and offshore construction and engineering industries. Sean has worked across the world’s continents, though has always had his home base in Gloucestershire.

Project experience includes major airport developments, industrial process plants, commercial developments, military and police installations, heavy engineering in respect of onshore and offshore oil & gas facilities and pipelines, highway interchanges, tunnels, leisure resorts, nuclear, water treatment and desalination plants, waste to energy, biomass, onshore and offshore windfarms, renewables, mines, ports, hospitals and rail/metro projects.

He is actively involved with The Adjudication Society, Society of Construction Law (UK), The International Bar Association, The Dispute Resolution Board Foundation, Construction Industry Council ADR Board, UK Adjudicators and HK Adjudicators. Sean also sits as an arbitrator and adjudicator and through this experience better understands what the tribunal expects from those giving evidence.

David Marks

Ward Williams Associates

David is the Principal Quantity Surveyor for Ward Williams Associates and has over 25 years of experience within the Construction Industry, on a range of projects in the Retail, Heritage, Education, Healthcare and Commercial Sectors.

His considerable experience covers a full range of Project Management , Employers Agent, Quantity Surveying and Contract Administrators duties, providing clients with advise on initial budgeting, cost planning, Contract Procurement, Tender Documentation and Post Contract Management, with projects varying in size and value from small house extensions to large scale Retail Village developments.

Nathan McLoughlin

McLoughlin Planning

Nathan McLoughlin is the Managing Director and founder of McLoughlin Planning. He is a member of the Royal Town Planning Institute. He has worked in both public and private sectors, amassing over 20 years of experience of managing complex development projects and delivering planning permission and allocations in Local Plans. He has also acted as expert witness, representing clients at planning appeals at Informal Hearings and Public Inquiries.

Since founding McLoughlin Planning in 2009, he has successfully delivered many residential development projects throughout Gloucestershire and beyond. He has also actively participated on Local Plan examinations on behalf of developer clients and public sector bodies. In terms of other forms of development, he is working a number of commercial developments as well as education projects with the new secondary school in Cheltenham and Gloucester. Away from residential projects, he has also been involved in the complex area of airport development working with Gloucestershire Airport (amongst others).

Craig Bloxsome

Gloucestershire College

Craig is a lecturer who specialises in construction and the built environment at level 3 and 4. Craig has worked at Gloucestershire College for almost twenty years, and also works for Pearson - the awarding body for BTEC Qualifications as a Standards Verifier and External Examiner. Craig holds Chartered Construction Manager status from the CIOB and is working towards becoming a Chartered Architectural Technologist. Craig's professional interests include the development of people, and especially the young people of Gloucestershire, into the construction industry and using learning technologies to facilitate accessible learning for all.
